At the time, the Ghobeiri Municipality said the flooding happened after the Beirut Municipality blocked a sewage drain that dumped water into the sea on Ramlet al-Baida with concrete "in service of private touristic projects," in an apparent reference to the controversial nearby Eden Bay Resort, developed by Wissam Achour, the former son-in-law of Parliament Speaker Nabih Berri.
Beirut Gov. Ziad Chebib, however, said later the sewer was revealed to be blocked with concrete and that Eden Bay and the Ghobeiri Municipality were responsible.
